In February 2020, as covid-19 infections spread to more than fifty countries, public health officials needed to recommend how the public could protect themselves, balancing safety and urgency. But there was very little data since this novel virus had only been identified three months prior. How could public health officials decide with insufficient data? The multi-armed bandit problem of computer science offers adaptive decision-making procedures that can achieve both safety and urgency. These adaptive methods balance learning information (exploring) with using (...) information (exploiting), adjusting the balance toward learning when uncertainty is high (March 1991; Kaelbling et al. 1996). Related methods are already used in adaptive clinical trials for pharmaceuticals (Pallmann et al. 2018). But we still need to develop these methods for non-pharmaceutical interventions, as I will illustrate with a case study of public mask-wearing to reduce the spread of covid-19. This paper interprets Ortega y Gasset’s Meditations on Hunting (1972) through the concept of cognitive scaffolding in order to analyse the relationship between hunter and hunting dog as a form of inter-species distributed cognitive system. In recreational hunting, the hunter and the dog engage in a reciprocal process of mutual cognitive scaffolding that transforms both their capacities. It is further argued that this scaffolding also serves as a means of affective regulation, and that it is the affective rather than (...) the cognitive features of the system that point to the function of the scaffolding. Namely, the production of an affective state in the hunter. We detail the ways in which the cognitive and affective features of the scaffold operate and interrelate. We then explore the role of the game-animal in the affective functioning of the scaffold and consider that the hunter-dog system might represent a harmful form of scaffolding. (shrink)

Los autores conversan sobre la distinta relación que tienen con la filosofía las lenguas española y francesa, encontrando la explicación de esa diferencia principalmente en los “espíritus” que nos separan, no obstante nuestra considerable cercanía lingüística. Mientras que la Reforma y la Contrarreforma exigieron de Francia un “humanismo del saber objetivo, del individuo y del progreso”, la cultura española dio de sí “un paradójico humanismo de la fe, de la expansión y de los juegos de la apariencia”. El “espíritu de (...) la filosofía” (Descartes, el ancestro de Hegel) se desarrolló en el norte de Europa, y en la Europa mediterránea floreció más bien “el espíritu de la ficción” (el Cervantes de Unamuno, de Ortega, de Borges y de Kundera). La inquietud de un mundo que bien podría no ser sino sueño, o incluso locura –de la que terminará por resurgir, al lado del cervantino y del calderoniano, el cogito cartesiano–, es sin embargo una inquietud española en primer lugar, y eso es algo que amerita ser estudiado, y sobre todo pensado. Una clave muy importante para dicho estudio es la constatación, subrayada por Nancy en respuesta al problema de la calificación de nuestra filosofía como “mera literatura”, de la “pérdida de confianza en las aventuras del sentido” que ha caracterizado a la Modernidad (o al Occidente en su versión nórdica, ese “espíritu de la filosofía alemana” que tras el efecto del nazismo se mudó a Francia y a Estados Unidos). Ahí donde Unamuno señalaba la necesidad, antes que de europeizar a España, de “españolizar a Europa”, Jean-Luc Nancy reconoce que Occidente necesita atreverse, una vez más, a abrirse a la aventura, y al riesgo del pensamiento. It is argued that while existentialists typically reject the notion of a "self-thing," they proceed to formulate process views of personal existence. The views of Kierkegaard, Nietzsche, Jaspers, Heidegger, Ortega y Gasset, Sartre, Marcel, and Merleau-Ponty are briefly reviewed. In the course of discussion, the relation of the phenomenological existentialists to the others is also considered. An examination of the fundamental role cybernetics played in the birth of cognitive science and the light this sheds on current controversies. The conceptual history of cognitive science remains for the most part unwritten. In this groundbreaking book, Jean-Pierre Dupuy—one of the principal architects of cognitive science in France—provides an important chapter: the legacy of cybernetics. Contrary to popular belief, Dupuy argues, cybernetics represented not the anthropomorphization of the machine but the mechanization of the human. Nous assistons aujourd'hui à un formidable mouvement de reféodalisation du monde. C'est que le 11 septembre n'a pas seulement été l'occasion pour George W. Bush d'étendre l'emprise des Etats-Unis sur le monde, l'événement a frappé les trois coups de la mise en coupe réglée des peuples de l'hémisphère Sud par les grandes sociétés transcontinentales. Pour parvenir à imposer ce régime inédit de soumission des peuples aux intérêts des grandes compagnies privées, il est deux armes de destruction massive dont les maîtres (...) de l'empire de la honte savent admirablement jouer : la dette et la faim. Par l'endettement, les Etats abdiquent leur souveraineté ; par la faim qui en découle, les peuples agonisent et renoncent à la liberté. Cette formidable machine à broyer et à soumettre ne supporte plus aucune des limitations que le droit international prétendait traditionnellement imposer aux rapport entre les États et entre les peuples. Du coup, c'est le régime de la violence structurelle et permanente qui, partout, gagne du terrain au Sud, tandis que le droit international agonise. Mais qui sont donc ces cosmocrates qui, peu à peu, privatisent jusqu'à l'eau que les peuples doivent désormais leur acheter? Ce livre traque leurs méthodes les plus sournoises : ici on brevète le vivant, là on casse les résistances syndicales, ailleurs on impose la culture des OGM par la force. Oui, c'est bien l'empire de la honte qui s'est mis subrepticement en place sur la planète. Mais c'est précisément sur la honte qu'est fondé le ressort révolutionnaire, comme nous l'ont appris les insurgés de 1789. Cette révolution, elle est en marche : insurrections des consciences ici, insurrections de la faim là-bas. Elle seule peut conduire à la refondation du droit à la recherche du bonheur, cette vieille affaire du XVIIIe siècle. Jean Ziegler, qui témoigne ici d'une connaissance exceptionnelle du terrain, y appelle sans réserve en conclusion. (shrink)

In Darwinism's Struggle for Survival Jean Gayon offers a philosophical interpretation of the history of theoretical Darwinism. He begins by examining the different forms taken by the hypothesis of natural selection in the nineteenth century and the major difficulties which it encountered, particularly with regard to its compatibility with the theory of heredity. He then shows how these difficulties were overcome during the seventy years which followed the publication of Darwin's Origin of Species, and he concludes by analysing the (...) major features of the genetic theory of natural selection, as it developed from 1920 to 1960. Wage-earners voluntarily accept to work under the control, and for the account of, firms run by entrepreneurs1; they do not decide what, how and how much, they must produce; wage-earners are not responsible for the consequences of their activities when they comply with entrepreneurs' orders12; inside the firm, wage-earners are subordinates. Outside the firm, wage-earners freely choose the way they spend their wages in the markets for commodities and services. Such is the 'stylised fact' which characterises the wage relationship in (...) our economies. Any theory of the wage relationship should account for this 'stylised fact' by deriving it from a consistent set of assumptions and propositions. Three main propositions are advocated in this paper: Mainstream economists conceive the 'wage' as being the price of a commodity ('labour power' or 'human labour') determined by a market – as for any other commodity and service. As a consequence, the wage relationship is thought of as an exchange relation ruled by equivalence; this view cannot be derived from the usual basic assumptions without violating the very logic of mainstream theory. Following this logic: either the wage relationship should be thought of as a relation between human beings having such different conditions that it cannot be interpreted as an exchange ruled by equivalence or 'human labour' is not to be found within the commodity space. In any case, the 'stylised fact' mentioned above is not accounted for by mainstream theory. 'Wage' is the name of the payment entrepreneurs give to other people with the view to making them participate in production under their control and for their account; wage payment is neither a purchase nor a sale – it just allows wage-earners to enter the market and spend in order to acquire the commodities they desire Wage-earners are, economically speaking, a means used by entrepreneurs for their own ends; exploitation (Fleurbaey's M-exploitation) is inherent in the wage relationship. Propositions 2 and 3 do not fit general equilibrium theory (inspired by Walras and rationalised by Arrow- Debreu); they do not fit modern mainstream theory either. They have no room in the theory of prices of production (inspired by Ricardo and rationalised by Sraffa). Moreover, they are not compatible with Marx's theory of labour power. An alternative approach is needed to satisfy them. Paving the way for that alternative theory requires us to show that 'human labour' cannot belong to the commodity space from the very point of view of mainstream theory; a sharp incompatibility between assumptions and conclusions would follow, and justify resorting to an alternative approach. This is our first step. A second step is to effectively resort to a monetary analysis – the alternative approach to real analysis, according to Schumpeter in his History of economic analysis. In a nutshell, we have to discard the commodity space postulate, and to think of economic relations as money mediation. Instead of a commodity space, we presuppose money to be a unit of account ($) combined with a means of payment. Instead of a permutation of goods and services exchanged amongst people, economic relations are payments. Individuals are no longer endowments and preferences, but accounts into which payments write down quantities of $. Conditions of people may differ according to the form of money circulation – this view allows us to deal with different types of economic relations; for what matters here, the wage relationship involves a specific form of circulation not reducible to that of exchange. The final step is to suggest that exploitation is inherent in the wage relationship; such exploitation has nothing to do with justice, since there is no norm whatsoever for the level of wage; it is also quite different from the exploitation Marx thought he had unveiled. This exploitation is simply due to the special situation of wage-earners vis-a-vis the market, which a specific form of circulation makes clear. 1 'Entrepreneur' here means, following Coase, 'the person or persons who, in a competitive system, take the place of the price mechanism in the direction of resources' (Coase, 1937, p. 388). 2 David Ellerman distinguishes between factual/de facto and legal or de jure responsibility. What I mean here is economic responsibility only. Another way at looking at it may use David Ellerman's propositions. The 'Invisible Judge' market gives the entrepreneur the property of raw material and labour – and also of the finished product sold in the market. The market gives nothing to the wage-earner inside the firm; outside the firm it gives her the property of consumption of goods she acquires out of her wage. Inside the firm, the wage-earner is not economically responsible. Arguing that if she kills someone, the wage- earner is responsible has nothing to do with the 'Invisible Judge'! (shrink)

En esta nueva edición el texto se ha revisado y corregido conforme a los manuscritos originales o las primeras ediciones. Global Mental Health is a field of research and practice that addresses the expansion of universal and equitable mental health care worldwide. This article explores the ways the concept of culture is employed in Global Mental Health literature. Global Mental Health advocates and critics assume an ontological separation between ‘nature’ and ‘culture’ to typify mental illness, linking it predominantly to one or the other of these two categories. Advocates of Global Mental Health view mental disorders as a nature–culture hybrid, while (...) critics see them as typically cultural phenomena. The cultural critique of Global Mental Health can be strengthened by a sociological approach to both the role of critique and the uses of the concept of culture within social sciences. As an alternative to the ontologization of culture, we propose a different theoretical approach to the social issues involved in the expansion of international public health care in mental health: Arthur Kleinman's and Didier Fassin’s moral anthropological approaches. La connaissance du social ne va pas de soi. Historiquement, la plupart des fondateurs de la sociologie ont réexaminé l'ensemble du système des sciences : en suivant, ou en rejetant, les modèles issus de la physique ou de la biologie, ils cherchent à constituer une autonomie de cette connaissance qui reste fidèle à l'idée qu'ils se font d'une science. C'est toute la question d'une sociologie bâtie et défendue à l'aune du modèle des sciences de la nature que ce volume cherche (...) à explorer, à la fois sous l'angle historique de sa constitution, et sous l'angle épistémologique de sa relation avec son objet. En effet, l'épistémologie classique, fondée dans une très large mesure sur l'étude des sciences de la nature, n'a pas vraiment été à même de rendre compte de la spécificité des sciences sociales, souvent accusées de ne pas satisfaire de critères suffisants de justification. Or la sociologie établit un lien propre avec son objet, car elle s'adresse à lui, et s'occupe des problèmes qui sont l'actualité même du monde social. A cause de ce lien, la sociologie n'est donc ni un strict équivalent d'une physique du social, ni une simple discipline historique qui se centrerait sur le monde contemporain : elle est engagée, d'une certaine manière, dans un dialogue avec la société, et l'analyse historique du développement de la sociologie permet de montrer comment elle a construit cette relation, à travers les métamorphoses de la question sociale. Dès lors, à la logique de la découverte et à celle de la justification, traditionnelles dans la philosophie des sciences, il faut adjoindre ce que l'on pourrait appeler une logique de la réception. C'est ce qui est proposé ici, à travers une approche phénoménologique et dans la ligné des travaux, entre autres, de Gadamer, Habermas et Jauss, sous le terme plus générique d'épistémologie de la réception.
